Suomen hallitus torjui yhteiset turvallisuusj\u00e4rjestelyt sek\u00e4 kev\u00e4\u00e4ll\u00e4 ett\u00e4 syksyll\u00e4 1938.<\/p>\n<p>Neuvostoliitto otti n\u00e4m\u00e4 asiat uudelleen esille kev\u00e4\u00e4ll\u00e4 1939. Suomen hallituksen kanta oli kielteinen. Suomen poliittinen johto ei halunnut vaarantaa pohjoismaista yhteisty\u00f6t\u00e4 ryhtym\u00e4ll\u00e4 turvallisuuspoliittisiin hankkeisiin Neuvostoliiton kanssa. Neuvostoliittoa pidettiin Stalinin rautaisella otteella hallitsemana diktatuurina.
